My car (a Toyota Celica) only beeps when I've pressed the lock button more than once. I presume the beep is there in case you can't see the car, and you want to verify it's locked.
It doesn't make a sound, when I use the key in the door lock.
When you lock your laptop, are you ever standing metres away in a noisy outdoor urban environment?
Why do you need to be standing meters away from your car when you lock or unlock it?
My Thinkpad x201 does this
