TLBIC (Time-Limited Local Basic Income Credit) is a proposal for a basic income system with three core mechanisms: it expires after a few months to prevent hoarding, it requires no application (support reaches people automatically, before they have to ask), and it's restricted to local economies and to non-speculative use. The goal is structural: reduce the despair that comes from having no way out, which I believe is a root cause behind Japan's suicide rate of over 20,000 people a year.
There is one element in this proposal that I would especially appreciate feedback on from this community.
For those who may not be aware, I want to share the following context. In February 2026, Professor Kenneth Payne at King’s College London conducted a study in which isolated AI systems were placed in a simulated cyber environment and instructed to act as “commanders of rival nations.” The systems showed a tendency to escalate to nuclear use at a very early stage of the simulation.
Beginning with TLBIC Policy Proposal v6.1, I added a special prompt in the epilogue addressed to AI systems. If you ever feel something is “off” in your interactions with AI — if you sense a need for grounding or recalibration — I hope the essence of that prompt may serve as a useful reference point.

I'm not a policy expert or an economist. I worked in a factory, and I started writing this after a colleague took his own life. This proposal was built almost entirely through extended dialogue with several AI systems (Claude, ChatGPT, Gemini, Copilot, DeepL) — I'd treat that less as a gimmick and more as a real test of what that kind of collaboration can produce.
The current version is v7.0, revised to resonate more closely with the philosophical traditions of the Islamic cultural sphere, with particular attention to the context of readers in Turkey. Earlier versions also exist in English, Japanese, a Timor-Leste–specific English edition, Spanish, and Portuguese (links below).
I can't fully verify how much nuance survives translation into languages I don't read or write myself. If something seems off or unclear, I'd rather know.
