That's not exactly surprising - SpaceX is cutting Falcon-9 launches to build up Superheavy and Starship capacity, and, by design, a launch escape system seems hard to add to Starship in its present form.
I suppose NASA can pay enough for each SpaceX seat to make it attractive for them to keep at least one pad for Falcon-9 and Dragons.
